The Tor-M2 (9K332) is Russia's tracked, fully autonomous short-range point air-defense SAM system: it combines its own on-board surveillance + fire-control phased-array radar, vertically cold-launched canisterized missiles, and the command post on a single platform. Unlike the Pantsir, it carries no gun — with pure-missile 'hit-to-kill' class precision it engages cruise missiles, precision-guided munitions (PGM), UAVs and aircraft/helicopters out to 16 km / a 10 km ceiling, handling 4 targets at once. It can carry 16× 9M338K missiles in place of 8× 9M331; it catches low-signature targets down to 0.1 m² RCS, with a 5-8 s reaction time. It stood out in Syria with ~80% effectiveness; however, 30+ visually confirmed losses in Ukraine and the fact that its missile is ~10× more expensive than a cheap UAV exposed its economic vulnerability.

Scores were kept honest: because the Tor-M2 is a pure-missile SINGLE-ROLE point-SAM, flexibility was not inflated (4). Range (4) is the reality of the short-range class — 16 km, below MR/LR SAMs and even the Pantsir's 20 km. Value (4) is low: with a ~$25M system and missiles ~10× more expensive, the cost trade-off against cheap UAVs is weak, and the lack of a gun creates a close-defense gap. Effect (6) reflects 'hit-to-kill' class precision plus the ability to intercept cruise missiles/PGMs/UAVs, but is limited by a small warhead and the absence of a gun.
